...H.E. Dr. Panh Khoem Bunthon is a high-ranking official in the Cambodian Royal Government who holds the position of "Deputy Chief of Cabinet of Samdech Moha Borvor Thipadei Hun Manet" and is the "Secretary of State of the Office" of the Cambodian Council of Ministers. Apart from his role at the central level, H.E. Dr. Panh Khoem Bunthon was granted the status of Chairman of the "Royal Government Working Group to Assist Poipet City" and Banteay Meanchey Province to coordinate the implementation of government policies and solve local people's problems. As a "Member of the Central Committee of the Cambodian People's Party" (CPP), he has a clear leadership vision for economic and social growth and the maintenance of national security in the border region near Thailand, and is an active public youth activity leader who focuses on the active participation of youth in social development and maintaining national peace. In 2025, His Excellency launched a number of new projects, such as: 🎯 Poipet City development project towards Smart City, focusing on digital technology, safety management, and environment. 🎯 Training project for women and community youth to enhance economic skills and small business start-ups. 🎯 Establishment of the Poipet Community Study Center for non-formal education and vocational skills training. 🛑. Active participation in social development and public security As the Chairman of the Royal Government Working Group descending to the locality, H.E. Dr. Panh Khoem Bunthon has led regular meetings with local authorities, security forces, and community representatives to review the situation of security, public order, and social problems occurring in the area. He focused specifically on the issues of juvenile delinquency, armed robbery, and motorbike theft, which were once problems for the citizens of Poipet City. Through His Excellency's coordination, law enforcement forces received public support, increasing the effectiveness in suppressing criminal offenses and ensuring the safety of citizens' lives. After his active leadership participation, the security situation in the city has clearly improved. Citizens showed respect and trust in the government's leadership in implementing the policy of “Peace, Security, and Development.” 2. Descending to meet and listen to problems from citizens H.E. Dr. Panh Khoem Bunthon has regularly descended to meet citizens to directly listen to problems and find solutions with kindness. He led the working group to provide social assistance, such as supplying educational equipment, repairing small hospitals, helping poor families, and training youth in practical skills. This regular descending to the locality has shown concern for the well-being of the citizens and helped increase good relations between the government and the local community. 3. Coordination of the Poipet International Checkpoint Issue When there was an issue where the Thai side unilaterally closed the Poipet International Checkpoint, H.E. Dr. Panh Khoem Bunthon participated in coordinating with authorities on both sides to find solutions for the Khmer brothers and sisters who were stuck waiting to return to the country, causing the Royal Government concern for the safety of Khmer brothers and sisters at the Thai border checkpoint. His intelligent leadership and deep understanding of the situation helped the issue be resolved quickly, ensuring that citizens along the border could safely travel back to the country and peacefully. 4. Promotion of local social and economic development Apart from maintaining security, His Excellency also focused on promoting economic development in the border area by advancing commercial goods projects, training communities in the agricultural sector, and promoting youth education. He also promoted the participation of the community and local authorities in the “One District One Product” policy to increase income for citizens in the border area....
