The Great Power Influence Test Game and Thailand’s “Three Conditions” Tactic

…The failure of the ceasefire and the contest for influence over the situation along the Cambodia–Thailand border have evolved into a boiling flashpoint. It is no longer merely a bilateral conflict, but a stage for testing the influence of great powers and the use of coercive diplomatic tactics.

The informal directive of Mr. Donald Trump, delivered via telephone and setting a ceasefire deadline at 10:00 p.m., was blatantly violated by the Thai side. Despite intervention by the Prime Minister of Malaysia and repeated urging from regional leaders, Thai forces continued to advance into Cambodian territory.

This demonstrates that Thailand is playing a “high-risk, high-reward” game, seeking to seize strategic areas before international pressure becomes heavier. Mr. Donald Trump, having lost face due to this violation, is now seeking “those responsible,” a sign that preparations for sanctions may be underway. However, what has dramatically shifted the battlefield is the involvement of the Chinese giant, through statements defending its interests and Thailand’s strategic responses.

China’s statement calling for “maximum restraint” and an end to the fighting is not a simple request, but a warning. The destruction of Chinese-assisted infrastructure is tantamount to slapping Beijing in the face. China does not wield military force here, but rather “economic weight.” For Thailand, which depends heavily on tourism and exports to China, this warning is a threat to the lifeblood of its national economy.

China’s political message is clear: whoever destroys assets built by China is an enemy of regional development. This grants Cambodia greater legitimacy and moral standing on the international stage.

Thailand’s Response: The “Three Conditions” Tactic

Facing pressure from China, Thailand did not issue a direct refusal (for fear of damaging relations). Instead, it employed the tactic of “pushing the boat with the current” by returning three conditions. This is a deeply calculated maneuver within the art of war, aimed at shifting its image from “aggressor” to “a peacekeeper with conditions.”

Condition 1: Cambodia must declare a ceasefire before Thailand

This is a psychological ploy. If Cambodia ceases fire first while Thai forces are advancing, it effectively opens the door for Thailand to consolidate control over positions it has already entered. It also seeks to portray Cambodia as the instigator, therefore obliged to stop first. If Cambodia agrees, it is tantamount to admitting fault; if Cambodia refuses, Thailand will claim that “Cambodia does not want peace” to justify continued attacks.

Condition 2: The ceasefire must be implemented strictly in practice

This creates a “trap of legitimacy.” Thailand is preparing to accuse Cambodia of “violating the ceasefire” if even a single stray bullet is fired or if there is any act of self-defense. This condition provides Thailand with legal pretext to retaliate heavily later, under the guise of “we already warned them.”

Condition 3: Cambodia must genuinely and sincerely cooperate in mine clearance

This is the most dangerous and most cunning condition. It implicitly accuses Cambodia of laying new landmines in violation of international law. From a military perspective, mines are the “sleepless guards” of a small country resisting invasion. Forcing Cambodia to clear mines immediately in a conflict zone is equivalent to removing its defensive shield, allowing Thai forces to maneuver more easily in the future or to deploy infantry safely to occupy the area.

Donald Trump’s Question: “Who Is Responsible?”

As Thailand plays its conditions game with China, Mr. Donald Trump’s question — “Who is responsible?” — hangs overhead like a sword of authority. If Thailand continues to drag out the situation through these three conditions, Mr. Trump may come to view Thailand as a party defying American power.

China and the United States, though rivals, share a common objective in this case: “to stop the war” in order to preserve trade routes. Thailand is in a precarious position, risking double sanctions if it prolongs this game. From a strategic perspective, Cambodia must not blindly step into the trap of these three conditions.

Cambodia’s response should be to declare that any ceasefire must be implemented simultaneously and under international supervision (such as ASEAN or the UN), not with Cambodia stopping first.

On the issue of mines, Cambodia should respond that mine clearance is a humanitarian task it has always undertaken, but it must not be turned into a political condition to conceal territorial aggression.

Cambodian diplomacy must continue presenting evidence of Thailand’s incursions to Mr. Donald Trump and to China, so that both great powers can clearly see that the party “not taking responsibility” and “prolonging the war” is the Thai prime minister, not Cambodia.

This situation has transformed from a military clash into psychological warfare and diplomacy. Thailand is attempting to use the tactic of “shouting loudly to hide its faults” and imposing conditions so as not to appear as a peace rejecter. Cambodia, backed by justice and principled support from great powers, must remain firm, steady its resolve, and leverage pressure from China and the United States to dismantle Thailand’s poisonous conditions.
