Cambodia Understands Its “Steel Friendship” in an Era of Great-Power Competition

History has recorded that the relationship between the Kingdom of Cambodia and the People’s Republic of China is not merely a state-to-state relationship, but rather a relationship of “brotherhood.” The entire world has borne witness that Cambodia has never turned its back on China, even at times when China faced discrimination or pressure from the international community. Most notably, during the most severe period of the COVID-19 pandemic, when the international community sought to distance itself from China, Cambodia’s resolute leadership—Samdech Techo Hun Sen—made the bold decision to pay an official visit to Beijing. This was not an ordinary diplomatic visit, but a personal sacrifice of safety and a declaration to the world that “Cambodia will never abandon a friend in times of hardship.”

Cambodia has demonstrated unwavering loyalty from the era of the late King Father Norodom Sihanouk to the era of Samdech Techo and now Samdech Thipadei. In the past, despite facing accusations from international circles that Cambodia leaned entirely toward China—so much so that Cambodia’s leadership endured political and economic pressure from other great powers—Cambodia’s stance has remained as firm as stone. We endured criticism; we resisted pressure, all to preserve the principle of “steel friendship.” This determination has not been confined to the leadership level alone; it has permeated the hearts of the Cambodian people, who have collectively chosen to walk the same path alongside their Chinese friends.

Cambodia has never forgotten the spirit of Premier Zhou Enlai, who demonstrated steadfastness and courage in defending Cambodia–China friendship even under the most dangerous circumstances. As a great power with significant influence in the region, the Cambodian people wish to see China play the role of a true “great power,” one with full authority to “restrain” the outbreak of bloodshed between brotherly countries in the Asian region.

We do not ask China to take sides or to fight alongside any party. Rather, what Cambodia expects as a close friend is to see China use its immense power and influence to demonstrate firmness—to “give each side a firm slap to stop the fighting”—by pushing both parties (Cambodia and Thailand) to halt where they stand and return to the negotiating table. The use of power to stop conflicts that endanger innocent civilians is legitimate and morally commendable, an act that the world would respect and praise, helping China earn recognition as a great power that genuinely loves peace and serves as a strong, just, and warm pillar of support for its allies.

If the use of power for peace causes one party to turn toward another great power (the United States), then the world will see even more clearly “who is a true friend and who is an opportunist.” If a friend can so quickly abandon China simply because they were prevented from waging war, then clearly that friend is not a sincere strategic partner—neither for China nor for the United States—now or in the future.

Cambodia’s heart remains steadfast with China, but we wish to see the “great power” demonstrate its peace-protecting strength more forcefully than through statements that appear cool and restrained. To “give each side a firm slap to stop the quarrel” in order to preserve peace within the Asian family is the role most fitting for China as a great power in the present era.

កម្ពុជាបានបង្ហាញភក្តីភាពយ៉ាងមោះមុតបំផុត តាំងពីសម័យ ព្រះបរមរតនកោដ្ឋ រហូតដល់សម័យ សម្តេចតេជោ និង សម្តេចធិបតី។ កន្លងមកទោះបីជា កម្ពុជាត្រូវរងការចោទប្រកាន់ពីមជ្ឈដ្ឋានអន្តរជាតិថា មានទំនោរលំអៀងទៅរកប្រទេសចិនទាំងស្រុង រហូតដល់ថ្នាក់ដឹកនាំកម្ពុជាត្រូវរងសម្ពាធនយោបាយ និងសេដ្ឋកិច្ចពីបណ្តាប្រទេសមហាអំណាចដទៃទៀតយ៉ាងណាក៏ដោយ ក៏ជំហររបស់កម្ពុជានៅតែរឹងមាំដូចថ្មដា។ យើងបានស៊ូទ្រាំនឹងការរិះគន់ យើងបានតតាំងនឹងការដាក់សម្ពាធ ដើម្បីតែរក្សានូវពាក្យថា "មិត្តភាពដែកថែប"។ ការតាំងចិត្តនេះ មិនមែនធ្វើឡើងត្រឹមតែកម្រិតថ្នាក់ដឹកនាំនោះទេ ប៉ុន្តែវាបានជ្រាបចូលទៅក្នុងបេះដូងរបស់ប្រជាជនកម្ពុជាគ្រប់រូប ដែលបានសម្រេចចិត្តដើរលើផ្លូវតែមួយជាមួយមិត្តចិន។

កម្ពុជានៅតែចងចាំមិនភ្លេចនូវស្មារតីរបស់លោកនាយករដ្ឋមន្ត្រី ជូ អេនឡាយ ដែលធ្លាប់បានបង្ហាញភាពហ្មត់ចត់ និងសេចក្តីក្លាហានក្នុងការការពារមិត្តភាពកម្ពុជា-ចិន ទោះក្នុងស្ថានភាពគ្រោះថ្នាក់បំផុតក៏ដោយ។ ក្នុងនាមជាមហាអំណាចដែលមានអំណាចឥទ្ធិពលក្នុងតំបន់ ប្រជាជនកម្ពុជាចង់ឃើញមិត្តចិនដើរតួជា "មហាអំណាច" មួយដែលមានអំណាចពេញលេញក្នុងការ "ឃាត់" មិនឱ្យមានការបង្ហូរឈាមគ្នារវាងប្រទេសជាបងប្អូនក្នុងតំបន់អាស៊ី។

យើងមិនស្នើសុំឱ្យមិត្តចិនមកកាន់ជើងខាងណា ឬមកជួយច្បាំងជាមួយភាគីណានោះទេ។ ប៉ុន្តែ អ្វីដែលកម្ពុជារំពឹងទុកក្នុងនាមជាមិត្តជិតស្និទ្ធ គឺចង់ឃើញមិត្តចិនប្រើអំណាច និងឥទ្ធិពលដ៏មហិមារបស់ខ្លួនហ៊ានបង្ហាញភាពម៉ឺងម៉ាត់ "ការទះម្នាក់មួយដៃឱ្យឈប់ឈ្លោះ" ដើម្បីរុញភាគីទាំងពីរ (កម្ពុជា និងថៃ) ឱ្យឈប់ទ្រឹងមួយកន្លែង ហើយវិលត្រឡប់មកតុចរចាវិញ។ការប្រើអំណាចបញ្ឈប់ជម្លោះ ដែលបង្ករគ្រោះថ្នាក់ដល់ប្រជាពលរដ្ឋ ជនស៊ីវិលស្លូតត្រង់ គឺជាទង្វើស្របច្បាប់ និងជាគុណធម៌ដ៏ខ្ពង់ខ្ពស់ដែលពិភពលោកនឹងគោរពកោតសរសើរជួយឱ្យប្រទេសចិនទទួលបាននូវកេរ្តិ៍ឈ្មោះជាមហាអំណាចដែលស្រឡាញ់សន្តិភាពពិតប្រាកដ និងជាបង្អែកដ៏រឹងហើយយុត្តិធម៌យ៉ាងកក់ក្តៅសម្រាប់សម្ព័ន្ធមិត្ត។

ប្រសិនបើការប្រើអំណាចដើម្បីសន្តិភាពនេះ ធ្វើឱ្យភាគីម្ខាងទៀតងាកទៅរកមហាអំណាចដទៃ (សហរដ្ឋអាមេរិក) នោះពិភពលោកនឹងមើលឃើញកាន់តែច្បាស់ថា "នរណាជាមិត្តពិត ហើយនរណាជាអ្នកឆ្លៀតឱកាស"។ ប្រសិនបើមិត្តម្នាក់អាចប្រែចិត្តចេញពីប្រទេសចិនបានយ៉ាងរហ័សដោយសារតែគេឃាត់មិនឱ្យធ្វើសង្រ្គាមនោះ ច្បាស់ណាស់មិត្តម្នាក់នោះមិនមែនជាដៃគូយុទ្ធសាស្ត្រដែលស្មោះត្រង់សម្រាប់មិត្តចិន ឬសម្រាប់មិត្តអាមេរិកក្នុងរយៈពេលនេះនឹងអនាគតឡើយ។ 

បេះដូងកម្ពុជានៅតែរឹងមាំជាមួយមិត្តចិន ប៉ុន្តែយើងចង់ឃើញ "មហាអំណាច" បង្ហាញកម្លាំងការពារសន្តិភាពឱ្យបានខ្លាំងក្លាជាងការចេញសារដែលមើលទៅមានភាពត្រជាក់ស្រជុំ។ ការ "ទះម្នាក់មួយដៃឱ្យឈប់ឈ្លោះគ្នា" ដើម្បីរក្សាសុខសន្តិភាពក្នុងគ្រួសារអាស៊ី គឺជាអ្វីដែលសាកសមបំផុតសម្រាប់តួនាទីមហាអំណាចចិននាពេលបច្ចុប្បន្ន។
