Prime Minister Hun Sen Defends National Honor and Clarifies SEA Games 2023 Organization Following Criticism from Some Thai Citizens
Following critical and condescending comments made by some Thai citizens on social media regarding the SEA Games hosted by Cambodia in 2023, former Prime Minister Hun Sen issued a clear clarification and explanation to defend the nation's dignity and present the truth about Cambodia's capacity to manage its national budget. This response came after the Premier’s official Facebook page posted a video on December 4, 2025, about the closing of the 2023 SEA Games, which was misinterpreted by some Thais as a provocation towards Thailand, who is preparing to host the 2025 SEA Games.
In his clarification message, Prime Minister Hun Sen expressed his astonishment at the remarks made by some Thais who insulted Cambodia as a poor country and accused it of only being able to host the SEA Games by using "Chinese money." In response, the Premier acknowledged and expressed deep gratitude to the Chinese friends, especially President Xi Jinping, for helping to construct the Techo National Morodok Stadium, a crucial infrastructure for the opening/closing ceremonies and competitions. However, he firmly stressed that for the expenditure on the overall competition operations, services, and various arrangements, Cambodia did not use a single cent of Chinese money or foreign aid; it used purely national funds.
Regarding this efficient budget management, Prime Minister Hun Sen highlighted the important roles of eminent figures such as Samdech Pichey Sena Tea Banh and H.E. Akka Pundit Sapheachar Aun Pornmoniroth, whom he considered highly adept "housekeepers" in saving and managing the budget. Cambodia had been preparing for a long time, with a savings plan from 2018 to 2022, saving approximately $10 million per year, totaling nearly $50 million, plus the budget allocation of $150 million for 2023. Nevertheless, due to a high spirit of frugality, the actual expenditure for the SEA Games event was only $118 million. Including the ASEAN Para Games and prize money for winning athletes, the total expenditure was approximately $130 million.
The most notable point is that Cambodia decided not to charge foreign sports delegates for accommodation and food, an expense that cost about $12 million. Prime Minister Hun Sen emphasized that this was a decision made as the host country to strengthen ASEAN solidarity, holding the stance that "Cambodia is poor in property and money, but not poor in heart." The difference between Cambodia and some other countries is that throughout the more than six years of preparation until the end of the competition, Cambodia never had any issues crying out for lack of money, mutual blame, or internal conflicts, which demonstrates Cambodia's clear methodology in managing the work.
Besides the new stadium, Cambodia also used the National Olympic Stadium, a legacy left by His Majesty King Father Norodom Sihanouk since the 1960s, for football and volleyball events—a historic site where the Thai football team experienced defeat and the Indonesian team achieved victory.
At the end of the clarification message, Prime Minister Hun Sen requested that some Thai citizens withdraw the statement that Cambodia hosted the SEA Games using Chinese money, because this statement not only insults Cambodia but is also tantamount to insulting the superpower China. The Premier also wished Thailand well in organizing the 2025 SEA Games successfully and being able to resolve the current flooding issues rather than spending time thinking about winning and losing with neighboring countries like Cambodia and Myanmar. This response is a strong demonstration of defending national honor and a reminder for mutual respect in the region.
